This is a SEAD training mission. You should go to Gameplay settings and enable Immortality, unlimited fuel and weapons before launching this mission (but you don't have to!). There are three different sites to engage. They are far enough apart that you will not be engaged by more than one site at a time. The sites are not precisely on the waypoints to make them harder to locate/engage.
